When a CIA operative is exposed, not only is his or her life at risk but millions of dollars and hours are wasted, as anything that operative was involved with is compromised. Projects they might have been working on for months or years are lost and many are put at risk.
Exposing a CIA officer is treason. So if "Scooter" Libby leaked it, he should be prosecuted. But what about the reporters who printed it? Libby may have stupidly or deliberately whispered it, but reporters printed it for millions to see. What will their punishment be - a book tour with a best-seller or jail time for espionage and treason?
