Where was the Mayor of New Orleans?

Ray Nagin is the Mayor of New Orleans, what did he do in this emergency – is he the guy who ordered everyone moved into the Dome? How about Governor Kathleen Blanco? How quickly did she act? How is it we don’t hear a single accusation aimed at Mayor Nagin (who is of course high and dry) or Governor Blanco? They are responsible for the security of New Orleans, not President Bush. Surely people wouldn’t play politics with a crisis like this. Would they?
