Should BP CEO Hayward be Prosecuted?

Hayward may not strike you as a regular guy but he presides over an enormous and complicated operation. If the potential exists for him to be prosecuted any time a project fails, he would have to personally examine every project before it started. His lawyers would block every new innovation and risk. The company could not function. This project was approved every step of the way by the US government. Other than blaming Bush, has anyone considered action against those who approved the project?
